Things to consider when ordering nicotine products to Norway.

We have put together a text and bullet point list showing step by step what you need to consider when buying nicotine products to Norway. On February 4, the new Tobacco Products Directive was introduced as part of the EEA Agreement.

The ban applies to e-cigarettes and refill containers (e-liquid/e-juice) both with and without nicotine (until further notice, the manufacture, import and sale of e-cigarettes and e-liquid/e-juice with nicotine is still prohibited in Norway). After 1 July 2024, flavours other than tobacco are not allowed in these products.

This means that nicotine-free e-juices can only be imported into Norway if they are tobacco-flavored. See all our tobacco flavors HERE.

Medical certificate, a must

The first thing you need to have is a doctor’s certificate for e-cigarettes to help you quit smoking. If nicotine-containing e-cigarettes are to be used as a smoking cessation product by private individuals, they can be imported from abroad under the pharmaceutical legislation, cf. the Ordinance on the Manufacture and Import of Medicinal Products. When importing/shipping, the quantity may not exceed three months’ consumption.

How to obtain a medical certificate for smoking cessation

  • Make an appointment with a doctor, for example at Kry.no
  • Explain that you are using e-cigarettes to quit smoking
  • Get a medical certificate confirming this

Cost: 365 NOk (one-off cost)

You will later need to upload this certificate to customs when requested by them. However, you can upload it even before the shipment is cleared to speed up the process. Once you have uploaded your medical certificate once, it will be there until further notice.


Costs incurred when entering Norway.

In this example we use SEK and have calculated on an order of:
1 x 100ml Nicotine (100mg)

Product + shipping: 375,20 kr + 79 kr
VAT: 121,55 kr (25% of the product price + shipping cost + Customs duty,454,20+32=486,20)
Customs clearance fee + age verification: 299 kr + 20 kr
Customs duty: 32 kr
Total: 929,75 kr

Total for the purchase of 1 piece of 100ml Nicotine (100mg): 929,75 kr (Unit price: 929,75 kr)
Total for the purchase of 2 x 100ml Nicotine(100mg): 1395,75 kr (Unit price: 697,88)
Total for the purchase of 3 x 100ml Nicotine (100mg): 1864.75 SEK (Unit price: 621.58 SEK)

As the calculation above shows, it is advantageous to place larger orders once you order. But keep in mind that you can ONLY order for private use and that the quantity should not exceed three months’ consumption.

* These goods do not require a medical certificate, but we still strongly recommend that you obtain a medical certificate as customs do not always treat all consignments in the same way.
